CHANGES IN LEGAL REGULATIONS
 
First, we are here to continue our coverage of the e-Invoicing revolution that is currently taking place around the world. Considering all the legal changes that are coming into force, our goal is to make sure that you have the right information on whether any of the following regulations will affect your company’s operations. BOLIVIA
  • The first phase of the transition to the national, mandatory e-invoicing system will start on November 1, 2019
  • The adaption procedure of the Sistema De Facturacion Electronica (SFE) has been divided into five key steps
  • Within one year, right until November 1, 2020, electronic invoicing will become mandatory for all taxpayers


GREECE
  • Public consultations for electronic bookkeeping are open until September 6, 2019
  • The new electronic platform called “my Digital Accounting and Tax Application” (“myDATA”) has been created
  • Transactions need to be reported electronically in “near realtime”


INDIA
  • The Goods and Services Tax (GST) Council decided to adopt a Peppol-based e-Invoicing solution
  • The new e-invoicing standard was drafted by GSTN in cooperation with the ICAI (Institute of Chartered Accountants of India)
  • E-invoicing system introduction is planned for January 2020


NORWAY
  • Starting from January 1, 2020, disclosing accounting data in the SAF-T format will be mandatory
  • All Norwegian companies with a turnover exceeding 5 million NOK will be covered by the new obligation
  • The governmental Internet portal called Altinn is going to be used for data transfer


SLOVAKIA
  • The transposition of the Directive 2014/55/EU into Slovak legislation resulted in the approval of Act No. 215/2019 Coll. on Guaranteed Electronic Invoicing and on the Central Economic System and on Amendments to Certain Acts (“Guaranteed Electronic Invoicing Act”)
  • The new guaranteed electronic invoicing process shall concern approximately 7 900 public administration entities


 
CASE STUDY:
The EDI platform implementation
at La Redoute
 
La Redoute, a company that is part of the Galeries Lafayette Group, specializes in clothing and decorative materials. It stands out as an e-commerce leader in the home and fashion sector in France. Running its offices in six different countries (the United Kingdom, Russia, Switzerland, Belgium, Portugal, and Spain), La Redoute aims to gain even more competitive advantage by building effective partnerships with distributors having a strong market position in China, Sweden, Greece, Romania, Africa, and Japan. Being an international company with an increasing number of clients and partners around the world, La Redoute demands high product quality and effective communication with its customers and suppliers. It turned out, however, that the company’s previous EDI solution, was unable to meet the growing expectations. As a result, La Redoute took actions to improve its document management and facilitate the monitoring of drop-shipping processes in the supply chain. Deployment of a modern, customized EDI solution became part of La Redoute’s development strategy. That was where the cooperation with Comarch began.

HAVE YOU HEARD THAT...
 
Australia and New Zealand announced a common approach to e-invoicing, formalized by an international arrangement signed in late 2018. On February 22nd, 2019, the Australian and New Zealand Prime Ministers agreed to adopt the PEPPOL framework as the basis for Trans-Tasman e-invoicing. Both countries will be establishing a PEPPOL Authority (PA) and are expected to be operational by the end of 2019. Being a global provider of modern e-invoicing systems and services, Comarch is closely following the developments in Australia and New Zealand. We are genuinely excited to see the launch of consultation on local requirements and A-NZ extensions to the BIS for e-Invoicing. Plus, on August 14th, 2019, PEPPOL consultations were finalized, and we are happy that Comarch had the opportunity to participate. Waiting for updated specifications and guidance materials from A-NZ, we are proud to announce Comarch is opening a new office in Australia to strengthen its presence in this region.
